Why Kai Havertz was allowed to retake Chelsea penalty vs Dortmund complaints

After initially missing his penalty, Kai Havertz was given another chance to score for Chelsea. The Blues were leading 1-0 following Raheem Sterling’s goal when Havertz was awarded a penalty for a handball by Marius Wolf. However, Havertz’s first attempt hit the post and Alex Meyer was able to save it.
Fortunately for Havertz and Chelsea, VAR intervened and spotted that several Dortmund players had encroached into the penalty area before the kick was taken. This resulted in a retake for Havertz, who made no mistake with his second attempt, putting Chelsea 2-0 up on aggregate.
It’s worth noting that Dortmund midfielder Salih Özcan was inside the penalty area when Havertz took the kick and cleared the ball after it hit the post. However, since he touched the ball and it didn’t go out of play, the rules allowed for a retake.
According to the rules, all players except for the goalkeeper and the kicker must be at least 9.15 meters (10 yards) away from the penalty mark, behind the penalty mark, inside the field of play, and outside the penalty area.
