The sale of Romelu Lukaku, who wants to return to Inter Milan after less than a year at Stamford Bridge, might help boost that budget.
Lukaku, who was signed by the club but was never a natural match for Tuchel’s style of play, is a symbol of the transfer philosophy that Boehly wants to abandon.
