Lukaku has turned down offers from Saudi Arabia and talks about a return to Inter Milan fell through. Juventus remains interested but would only proceed if they can offload Dusan Vlahovic.
Chelsea is refusing to let Lukaku leave on loan and may insist he accepts a move to Saudi Arabia if no other options open up before the transfer deadline.
West Ham and Tottenham are reportedly interested in signing Lukaku, with West Ham said to be leading the race for his signature.
