Chelsea will not sign Declan Rice this summer.

However, that is just not true.
Rice has agreed to stay with the Hammers this summer before perhaps departing next summer, as we’ve already stated. He’ll almost certainly transfer to Stamford Bridge after the 2022/23 season.
However, no groundwork has been made for any sort of agreement, and Tomas Soucek’s future remains in doubt.
Rice and Soucek will almost certainly not be sold in the same summer, and it is far more probable that the latter will move on than the former at this point.
Declan would also set you back more than £120 million, something Chelsea do not appear to have this summer.
It’ll be a different debate next summer, but what about this summer? Declan has remained with the Hammers throughout his career.
